About us

Our Mission: To lead in the protection, conservation, use and development of the water resources of the Colorado River basin for the welfare of the District, and to safeguard for Colorado all waters of the Colorado River to which the state is entitled. Our Origins: The Colorado River Water Conservation District was created by the Colorado General Assembly in 1937 as the primary water policy and planning agency for the “water resources of the Colorado River and its principal tributaries” within the state of Colorado. The Colorado River District, as it is commonly known, was the first of Colorado’s four water conservation districts. Our Constituents: The District serves 15 Western Colorado counties – representing approximately 500,000 people – in an area covering roughly one-third of the state. Each of the county’s Board of County Commissioners appoints one representative to serve on the Colorado River District’s Board of Directors. All policies, resolutions, budget actions, and other major activities of the River District are approved by the Board.

  • Join us on Thursday, April 11, for some Water With Your Lunch! Every year, mid-April means peak snowpack for the Rocky Mountains. But what does that mean for the rivers? And why have recent forecasts consistently overestimated the snow-to-flow connection? On Thursday, April 11 from noon to 1:15, tune in for some Water With Your Lunch and dive into the SWE of things (that’s Snow Water Equivalent). Guest speakers from the Colorado River District, the Aspen Global Change Institute, the CSU Climate Center, and NOAA's Colorado Basin River Forecast Center will break down our current snowpack conditions, look at upcoming expectations for runoff, and examine how recent climate trends are affecting the way we predict water availability in the West. We'll begin to understand what's causing the gap between big winter snows and low summer flows — when reality doesn't line up with the forecast.     Eagle County Commissioner District 2 Candidate

    It's hard to underestimate the importance of the $20 million recently appropriated by the Colorado Water Conservation Board to help preserve the Shoshone water right in Glenwood Canyon.  It's incredibly important to our outfitters, but it's even more important for reasons that are harder to express. Most of us in the West understand deeply that water and rivers are not only life giving, they are a way of life. I was lucky enough to be born with a paddle in my hand, and I'm forever grateful to dad for that. I wish he could have been with me when I finally followed in his footsteps and paddled the Grand in 2022.  I made my first official combat roll below One Wave on Shoshone in Glenwood Canyon when I was 14. Shoshone was a near daily run for dad and I, it's a place where family and friends spent our weekends. I have a lifetime of memories from the Glenwood Canyon stretch of river (including a couple exciting moments from Barrel Springs in high water), and I'm not sure there's any dollar amount that can can be put on the incredible beauty of that stretch of river, and what it means to our Eagle County families, paddlers, outfitters, river rats, and more.  Thanks to the Colorado River District, the Colorado Water Conservation Board, the Shoshone Water Right Preservation Coalition, including Eagle County's Kathy Chandler-Henry, we DO have a dollar amount of $98.5 million for this water right - the most senior non-consumptive water right on the Upper Colorado River. The plan to preserve it forever is under way with a positive outlook, and that's just plain fantastic news.

    General Manager Adel H Hagekhalil, PE, BCEE, WEF FELLOW and Chief Sustainability, Resiliency and Innovation Officer Liz Crosson joined panel discussions this week at #CRWUA2023. GM Hagekhalil discussed current and potential strategies that will help stabilize the #ColoradoRiver and shape future river guidelines. “I want to challenge us to think a little differently,” he said. “Let’s not just talk about cuts and dealing with the hydrology that has made us victims, let’s control our own destiny.” Liz Crosson talked about how water use efficiency and conservation is a core component of Metropolitan’s Climate Adaptation Master Plan for Water. Urban communities, she said, have a responsibility and opportunity to thrive in the face of climate change through smarter innovative measures like replacing turf with thriving native landscapes.
